Top Pentagon Research Office Finds Fears of Gay Service Were Unfounded
SAN FRANCISCO, CA -- An extended report published by an elite Pentagon research arm has found that opposition to open service by gay, lesbian, and bisexual troops was based on overblown fears among both military leadership and the rank and file. The 196-page report was published by the military's Joint History and Research Office, a think tank for the Joint Chiefs of Staff that provides them with both classified and unclassified information, and chronicles their thinking and activities. The report, which is based on extensive research and interviews, and describes private documents and conversations among top military and political officials at the time of repeal, concludes that ending the ban on service by openly gay, lesbian, and bisexual Americans in 2011 had no negative effect on military readiness.

SAN FRANCISCO, CA - July 10, 2019 - In anticipation of a vote on an amendment to the National Defense Authorization Act introduced by Representative Jackie Speier (D-CA), Palm Center director Aaron Belkin released the below statement. The measure, known as the "Truman Amendment" after President Harry Truman's 1948 executive order racially integrating the military, would codify the military's existing non-discrimination standards in DoD Directive 1020.02E, "Diversity Management and Equal Opportunity in the DoD," which states that equal opportunity is "critical to mission accomplishment, unit cohesiveness, and military readiness" and requires that all service members be "afforded equal opportunity in an environment free from harassment, including sexual harassment, and unlawful discrimination on the basis of race, color, national origin, religion, sex (including gender identity), or sexual orientation."

Administration's "misuse of psychological science to stigmatize transgender Americans and justify limiting their ability to serve in uniform and access medically necessary health care," the Palm Center today released the following statement by 26 retired General and Flag Officers: "The Administration's announcement on the treatment of transgender service members is a troubling move backward. Many of us personally experienced the belated removal of 'don't ask, don't tell' and faced firsthand how that mistaken policy set back our force and enabled discrimination against patriotic gay and lesbian Americans. We learned a clear lesson: the singling out of one group of service members for unequal treatment harms military readiness, while inclusion supports it. Under the newly announced policy, most transgender individuals either cannot serve or must serve under a false presumption of unsuitability, despite having already demonstrated that they can and do serve with distinction. They will now serve without the medical care every service member earns, and with the constant fear of being discharged simply for who they are. We should not return to the days of forcing men and women to hide in the shadows and serve their country without institutional support. This deprives the military of trained and skilled service members, which harms readiness and morale. There is simply no reason to single out brave transgender Americans who can meet military standards and deny them the ability to serve."

As Sec. Mattis prepares to release the road map for implementing President Trump's ban tomorrow, he should keep in mind that four federal courts have blocked the ban from going into effect and have ruled that the only constitutional option is to apply the same standards to every service member, meaning that troops who are fit for duty can serve.

According to Fanning, "the Department of Defense was on track to lift the accession ban for transgender service effective July 1, 2017. This was one year after Secretary Carter ordered the Services to ensure that all Americans who could meet the standards should be afforded the opportunity to serve. I can see no reason why the Department should not be fully prepared to execute Secretary Carter's policy change, particularly after being afforded an extra six months due to the Department's delay earlier this year." SAN FRANCISCO, CA - December 11, 2017 – Aaron Belkin, director of the Palm Center, released the following statement in reaction to today's court ruling denying the Trump Administration's request to delay transgender enlistment in the military: "Today's announcement that the US military will accept transgender applicants as of January 1, 2018 reflects a simple reality:  military and civil servants in the Pentagon have been preparing for accession for transgender Americans for more than two years. That is longer than the preparation the military had for repeal of Don't Ask, Don't Tell, and accession of openly gay Americans. While the White House has claimed that an order to follow the military's own plan for accession would impose 'extraordinary burdens,' numerous professionals involved in that process (including a former Acting Under Secretary of Defense and three former Service Secretaries) and more than half a dozen current and former military professors have spoken out to say that the military is ready. The Pentagon's extensive study and preparation already occurred. That preparation and study includes a comprehensive study of transgender service by DOD, the adoption by DOD of fully inclusive policy, and the promulgation of numerous specific standards for transgender applicants. Dunford, Jr., Chairman of the Joint Chiefs of Staff, told senators that all transgender troops capable of meeting standards of fitness and deployability should be permitted to remain in service: "President Trump has consistently said that he would listen to the generals when making military policy. The highest ranking member of our armed forces, Gen. Joseph F. Dunford, Jr., could not have been clearer when asked his views about transgender military service: He believes that 'any individual who meets the physical and mental standards and is worldwide deployable and is currently serving should be afforded the opportunity to continue to serve.' An estimated 12,800 troops currently defending our country are transgender, and they are no less deployable than their peers. As Gen. Dunford told the Senate, these troops are serving 'with honor and valor.' SAN FRANCISCO, CA - August 1, 2017- Fifty-six retired General and Flag Officers provided the following statement to the Palm Center today "The Commander in Chief has tweeted a total ban of honorably serving transgender troops. This proposed ban, if implemented, would cause significant disruptions, deprive the military of mission-critical talent, and compromise the integrity of transgender troops who would be forced to live a lie, as well as non-transgender peers who would be forced to choose between reporting their comrades or disobeying policy. As a result, the proposed ban would degrade readiness even more than the failed 'don't ask, don't tell' policy. "The President is creating a worse version of 'don't ask, don't tell.' As we know from the sad history of that discredited policy, discrimination harms military readiness. SAN FRANCISCO, CA - June 23, 2017 - In response to today's announcement that Service Chiefs are requesting a 6-month delay in the repeal of the Pentagon's ban on enlistment by transgender applicants seeking to join the military, Palm CenterDirector Aaron Belkin released the following statement: "Transgender troops have been serving openly and effectively for a year, as predicted by all of the research showing that inclusive policy for LGBT troops promotes readiness. ​"A s​ix-month​ delay of the last piece of inclusive policy, the repeal of the enlistment ban, will only produce redundant evidence about the contributions of transgender service members. Indeed, the Chiefs who are demanding ongoing delay are not bringing any new arguments or new data to the table, but are recycling long-discredited concerns whose only basis is emotion and politics, not data.  It is particularly remarkable, as the Army spends an additional $300 million to recruit 6,000 Soldiers this year, that it would seek to turn away Americans who are fit and eager to serve.

Heather Wilson as Air Force Secretary: "The nomination of former Rep. Heather Wilson as Secretary of the Air Force raises serious concerns about whether President Donald Trump can be counted on to honor his promise to treat LGBT Americans equally and to provide the armed forces with the best talent to defend this nation. As a member of Congress, Rep. Wilson consistently opposed measures to protect LGBT Americans from discrimination or grant them equal protection under the law. As a senate candidate, Rep. SAN FRANCISCO, CA - November 17, 2016 - In response to the Veterans Administration's decision this week to cancel plans to provide transition surgery to transgender veterans until "appropriated funding is available," the Palm Center released a study showing that the cost of providing transition-related health care would be $20.6 million, approximately one one-hundredth of one percent of the VA's $183.2 billion budget. The Palm Center provided the study to VA administrators in December 2014 to help inform their decision as to whether or not to offer transition surgery, but did not publicly release the study until today.

Carter said this week that transgender military service "is complicated," and he has so far declined to end the Pentagon's discriminatory policy. Last July, Defense Secretary Ashton B.
