Executive Secretary

Responsible for performing all secretarial/clerical/office administration duties for the Director and all department personnel, in the Department of Economic and Community Development.
1. Scheduling of meetings public hearings zoom meetings, and prepare paperwork/handouts for meetings and appointments.
2. Record and transcribe minutes of various committee meetings, public hearings, etc.
3. Preparationt/typing of Departmental reports and documents, e.g. CAPER, Annual Plan, Environmental Review Records, CDBG/HOME/ESG contracts, Monitoring Reports, Loan Agreements, contracts, contract amendments, etc.
4. Composing and typing routine correspondence for all member of the Department as required, including memos, letters, emails, forms etc.
5. Answering main department telephone system and directing call to appropriate department personnel and/or appropriate bureaus or agencies; getting messages to the appropriate people, and/or attending to the callers/visitors’ needs.
6. Payroll Clerk duties for the department. Maintaining and submitting the department payroll, and recordkeeping of department staff’s timesheet/payroll/vacation/sick, (leave bank) information. Keeping the files and documents of all payroll/personnel/attendance information, etc. for audit by HUD.
7. Opening, sorting and routing of incoming mail. Sending out mailings for department.
8. Setting up files/binders for CDBG/ESG/HOME Programs for each fiscal year. Maintaining the extensive filing system of department correspondence, required HUD information, and other records as necessary.
9. Monitor department supply inventory; order all general supplies for department.
10. Process the incoming Repository Bids for property that comes from Erie County Repository list for City approval. Take it through the several-step process to get it approved by Council, including contact with the bidders, Code Enforcement,Council, County Assessment Office, ect.
11. Perform special projects and related duties as required.
QUALIFICATIONS:
Ability to type with speed and accuracy 65 words per minute
3-4 years office/secretarial experience
Advanced training in secretarial skills, general office procedures, computer literacy (Word and Excel)
Ability t operate office equipment – computer, printer, copier, scanner, transcribing equipment, etc. with proficiency
Ability to work with efficiency under pressure of deadlines, with work coming from multiple people. Ability to handle several projects simultaneously
Good written and oral communication skills
Knowledge of recordkeeping and file maintenance systems
Valid PA Driver’s License
High School Graduate
Able to communicate effectively with the Public
Must work well independently including self-motivation and effective organizational skills

Assistant Zoning Officer

Job Summary: To administer and enforce the provisions of the City of Erie Zoning Office, supervise office staff and provide information to potential developers within the City of Erie.
Specific Duties: The duties of this job include, but are not limited to:
1. Administer and enforce the Zoning Ordinance; prepare, approve/deny building permit/Zoning Certificate applications, perform field inspections and testify in Court as necessary and issue citations when required.
2. Administer and enforce the City of Erie Subdivision & Land Development Ordinance and Airport Zoning Ordinance.
3. Ensure City’s compliance with State Enabling Law (PA Municipal Planning Code, Act 247, as amended; Sunshine law, etc.) as it relates to the Zoning Ordinance.
4. Ensure the City’s compliance with the Sunshine Law as it relates to the Zoning Office.
5. Coordinate daily field inspection assignments. Follow-up on all zoning complaints and assist in the resolution of violations and/or problems.
6. Recommend and process amendments relating to the Subdivision and Land Development Ordinance, Zoning ordinance and the Airport Zoning ordinance. Periodically update above stated ordinances in separate book form by including ordinance amendments.
7. Supervise the preparation and revision of City Assessment maps, City maps, vicinity maps, etc. Coordinate activities with the Bureau of Engineering.
8. Develop agendas, prepare reports and minutes and neighborhood notification for the Design Review Committee, Planning Commission and Zoning Hearing Board. Conduct all meetings.
9. Initiate applications for Road and Alley closings, rezoning requests and other procedures that require approval by City Council.
10. Prepare development packets and present testimony to City Council regarding new developments in the Waterfront Zoning District.
11. Provide technical assistance and consultation to developers and other members of the public by interpreting and applying the Zoning Ordinance and district regulations to plans, maps and project applications.
12. Assign property addresses for new developments.
13. Research legalities of existing and proposed land and/or building uses.
14. Communicate effectively with department personnel, City officials, other governmental agencies and their officials and members of the community to accomplish work objectives.
15. In the absence of the Manager of Code Enforcement, as Assistant Manager, supervise staff and assume responsibilities of overseeing the operations of the Office of Code Enforcement.
16. Perform other similar and related duties as required.
Qualifying Requirements:
Applications will be reviewed and work experience and education/training will be evaluated to determine if the applicant meets the qualifying eligibility requirements listed below for this position.
Work Experience:
The applicant must clearly show one (1) year of full-time experience in Urban Planning, Zoning, Engineering or a related field.
Education/Training:
The applicant must clearly show a Bachelor’s Degree in Urban Studies, Urban Planning, Public Administration, Geography, Engineering or a related field. Equivalent years of directly related work experience will be considered in lieu of education.
